THE REFEREE, PENALTIES AND CARDS
Firstly, I wish to state my complete agreement with what André and Dan de Villiers has said concerning cards and penalties. So often the action of the referee in this regard influences the result of a match. This is always regrettable, Sure, there are instances where the referee has no choice, but I would suggest a referee should be especially careful when this sort of situation exists or could happen. Penalise in the way that the infringement / offence warrants, but be very careful of awarding technical penalties in these situations. read more>>>>

The National Referee Recruitment Campaign will enter its fourth year in 2011, and we are determined to make the results more tangible and measurable. We have received almost 500 enquiries this year alone.
To achieve our 2011 goal of 1 560 NEW REGISTERED referees it is going to take our efforts at awareness and recruitment and your efforts to train and retain.

Latest Protocol for the Technical Area - received from the IRB
The amendment is on item 2 (a).
This basically means that any member of the coaching staff can be a water carrier BUT NOT THE HEAD COACH.
Note that he can be a water carrier but not a roamer like the doctor or physio as described in 2(c).
Merit Panel Released
The new merit panel was released and the Society congratulates all our referee's who made the panels.
